Affordability Researcher - NARUC Intern

As part of the 2025 Energy Summer Intern Program sponsored by the National Association of Regulatory Utility Commissions (NARUC), the Minnesota Public Utilities Commission (Commission) is seeking a graduate student interested in the energy sector for a 12-week internship. The selected intern will work a flexible hybrid schedule with some time spent at the Commission’s office, located in St. Paul, MN.
The intern will receive a stipend from NARUC while working for the Commission in various areas of energy justice. NARUC will provide a stipend of $5,000 payable directly to the intern in two installments for a 10-week internship. NARUC requires that the intern prepare a short report at the end of the internship, detailing work activities and accomplishments.
This position will assist Commission analysts with research and analysis regarding best practices for low-income affordability utility programs and consumer protections. Duties will include researching efforts in other states to assist and empower residential utility customers and if and how these strategies could be implemented in Minnesota. Ideas to explore and analyze include energy assistance, energy efficiency, low-income solar pilots, service quality, affordability programs, outreach to eligible residents, removing barriers to support, and other projects as assigned. The Affordability Researcher’s output will provide Commissioners, staff, and stakeholders with better resources as they consider dockets and make important regulatory decisions that impact Minnesotans. The Affordability Researcher will have opportunities to present the results of any analysis at the conclusion of the position.
Minimum Qualifications
- Currently enrolled in a masters/graduate/law level degree program or recently graduated (within the past 12 months)
- Demonstrated interest in assisting Minnesotans that are in-need.
- Strong self-organization and motivation skills to work with minimum supervision.
- Strong research, analysis, and writing skills.
- Ability to meet and communicate with other professionals independently, ask relevant questions, and report back.
- Ability to effectively present ideas and projects verbally and in writing.
- Knowledge of Microsoft Office: Excel, Word, and PowerPoint.
Preferred Qualifications
- Experience completing research projects and presenting on findings.
